In the article the four-level planning and operational control model in systems with a network representation of the technological processes is considered. The model includes construction of the aggregated model; construction of the coordinated plan of the aggregated jobs execution according to 31 criteria of optimality; choosing of the best plan in the decision-making block; exact planning; operational control in case of partial fail of the agreed plan execution. The third level of model is formalized on the basis of original methodology as a multi-stage network scheduling problem. The general methodology for realization of the four-level model algorithmic maintenance is given.
