The main purpose of the article is to optimize the network structure, base stations, handover selection area, taking into account the speed of movement of the mobile device, the intensity of traffic. In order to get an adequate model was conducted to identify the model ARIMA minimum number of parameters that allow predicting the number of changes in the cell handover multiservice mobile network. The feature of the study is that it was first applied to this model fractal traffic.
